Comprehensive Shoreline Resilience Service

The Talbot, Maryland government authority is seeking comprehensive shoreline resilience services to address persistent nuisance ponding on the Strand roadway. The agency requires the elimination of this ponding by regrading the road surface and installing a positive drainage system. Additionally, the project aims to manage stormwater runoff in the beach access parking lot and protect the local dune system from vehicular impacts and construction disturbance. The scope of work covers milling and overlaying the existing road to the proposed alignment, installing a channel drain system, and constructing curb, gutter, and concrete sidewalks. The selected contractor must install stormwater Best Management Practices for infiltration and retention in the beach access parking lot. The project also includes constructing pedestrian access improvements, such as a low retaining wall and an ADA-compliant sidewalk from the parking lot to the beach access point, while implementing sediment and erosion control measures and providing traffic control. Eligible bidders must be onshore entities based in the United States, and all performance of the work must take place onsite in Talbot, Maryland. The agency requires compliance with all grant requirements, Town standards, and applicable permits, which involves coordinating directly with the Town for approvals. While the agency has not disclosed a specific budget and is looking for proposals, the contract period is set for one year. The agency has scheduled a mandatory pre-bid meeting for July 20, 2026. Bidders must submit all questions regarding the opportunity no later than August 7, 2026. Evaluation will be based on the bidder's ability to complete all necessary work to finalize the Phase 1 plans and meet the specified construction and environmental protection standards.
