Design and Construction Services

The Port Authority of New York is seeking a vendor to provide design, construction, and commissioning services for a new 47 MVA substation, known as the Farmers Substation. The agency is attempting to solve power reliability issues by ensuring resilient, reliable, and redundant service to the local area and nearby landside buildings. The project covers the substation construction, all associated components, and integration to ensure connectivity and compatibility with the existing Port Authority Building Management System and existing buildings. The scope of work requires the design to provide an aesthetic consistent with adjacent primary and secondary roadways, as well as existing and future improvements in the area. The agency requires coordination with project stakeholders and any adjacent construction projects. Performance of all work must take place onsite in New York. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for budget proposals from bidders rather than providing a pre-determined budget signal. Bidders must submit all questions regarding this opportunity no later than July 31, 2026.
