Construction Manager Services

The City of Capitola, California is seeking a construction manager with specific experience in supporting affordable housing developments. The agency needs construction management oversight to transform a 1.24-acre property into a residential community consisting of approximately sixty-one affordable rental housing units. This project aims to ensure the development is executed efficiently, within budget, and according to professional standards. The scope of work requires the construction manager to review the overall project schedule, construction schedule, sequencing analysis, and weather delay inclusions for acceptability and reasonableness. The selected partner will also review cost estimates prepared by the project cost estimator and prepare a document listing value analysis opportunities for agency consideration. Additional responsibilities include reviewing qualifications, exclusions, general conditions, staffing, schedules, proposed contract modifications, and commenting on the contractor's review list of plans and specifications. Eligibility is restricted to onshore organizations based in the United States. The agency requires the selected provider to perform all work onsite at the Capitola location. The agency is currently looking for proposals to determine the budget for these services. Bidders must submit any questions regarding this opportunity no later than July 14, 2026.
