Utility Site Stormwater Improvements Service

The City of Port St. Lucie, Florida, is seeking a contractor to perform utility site stormwater improvements at the Northport site. The project aims to prepare the site for future civil and vertical development by executing the initial redevelopment phases, designated as Phase 0 and Phase I. Later phases of the redevelopment will be procured separately at a future date. The scope of work for Phase 0 and Phase I includes clearing, grubbing, and demolition. The selected contractor must clear and grub approximately 3.5 acres on the northern portion of the site, removing all vegetation, organic material, debris, and unsuitable surface materials. Additionally, the project requires the demolition, removal, and regulatory disposal of all structures and systems associated with the former wastewater treatment plant, including above-grade and select below-grade structures, ponds, basins, stormwater infrastructure, and miscellaneous appurtenances. Eligible bidders must be onshore organizations based in the United States. The contractor must perform all work onsite at the Port St. Lucie location. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The contract period will span one year. The agency will host a non-mandatory pre-bid meeting on July 7, 2026. Bidders must submit all questions regarding this opportunity no later than July 14, 2026.
