General Engineering Services

The City of Reading, Pennsylvania, is seeking a vendor to provide comprehensive general engineering services to support its municipal operations. The agency requires assistance with project management and construction assignments to ensure public infrastructure projects are executed efficiently. To facilitate collaboration, the selected vendor must establish and manage a secure data management program, such as a share file system or dedicated construction management software. The scope of work includes assisting with and reviewing development proposals to provide formal recommendations to the City Engineer or their designee. The vendor will also draft and enforce development agreements in coordination with the Planning Department. Additionally, the agency requires the vendor to manage or assist with the construction and performance of development-related public improvements. Eligible bidders must be onshore organizations based in the United States. Performance of the contracted engineering and management work will take place onsite in Reading, Pennsylvania. The agency is looking for cost proposals to determine the budget for these services, and bidders must submit all questions regarding this opportunity no later than July 24, 2026.
