The City of Redwood, California is seeking investment advisory services to manage its municipal investment portfolio. The agency requires a partner to manage the portfolio in a fiduciary capacity with discretionary authority and execute trades in accordance with governing laws and the city's investment policy. The selected provider must submit a written acknowledgement of the investment policy annually and assure ongoing portfolio compliance with all applicable laws. The scope of work covers credit analysis of investment instruments, maturity analysis assistance, and the evaluation of market risks to develop minimization strategies. The agency also requires broker and dealer management, which includes maintaining an approved list and reviewing annual financial reports, as well as investment pool management through investigations and monitoring questionnaires. The contract period will span three years, and the performance of all work will occur offsite. Eligible bidders must be onshore organizations based in the United States.
