Financial Consulting Services

The government authority located in Newburgh, New York is seeking financial consulting services to assist with developing its 2027 budget and to support general budget and accounting activities. The agency needs to resolve operational inefficiencies by having a consultant review existing processes in the finance department and examine current cash handling procedures. The selected partner will develop comprehensive cash policies for all departments and review the adopted 2026 budget to provide constructive feedback. The scope of work requires analyzing agency requests for the 2027 budget, advising on the viability of those requests, and analyzing anticipated revenue. The consultant must project budget requirements for any modifications or changes to existing labor union contracts implemented in 2027 and develop and review anticipated tax levies for that same year. Additionally, the consultant must attend all agency budget workshops and budget meetings throughout September, October, and November 2027 to assist in developing and adopting the proposed budget. Eligible bidders must be onshore organizations based entirely in the United States. The agency requires all performance of the work to take place onsite in Newburgh, New York.
