Insurance Broker and Consultant Service

The City of Arnold, Missouri, is seeking a qualified insurance broker and consultant to provide comprehensive employee benefits brokerage and consulting services. The agency needs to solve the challenge of managing, designing, and optimizing its employee benefits programs to ensure fiscal oversight and regulatory compliance. The scope of work covers strategic planning, plan design, market analysis, and ongoing support for all agency benefit programs, including medical, prescription drug, dental, vision, life, disability, stop-loss, and ancillary benefits. The selected partner must manage and lead the marketing and procurement process for benefit programs as directed by the agency. The agency requires ongoing financial reporting and analysis to support decision-making, assistance with program implementation and administration, and support for employee communication and engagement. The service provider must also deliver proactive guidance and assistance regarding compliance with all applicable laws and regulations. Eligibility is restricted to onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit proposals digitally via email or through the online portal, and the agency is currently looking for proposals to determine the budget. The agency requires the submission of all questions no later than July 3, 2026. Bidders must also submit a Letter of Intent by this same deadline of July 3, 2026. The agency will evaluate proposals based on the bidder's ability to fulfill the comprehensive brokerage, consulting, and compliance requirements outlined in the request.
