Collection Agency Service

The Orlando Utilities Commission is seeking a contractor to perform legal collection services on unpaid accounts. The agency requires these services to comply with the Fair Debt Collection Practices Act. Accounts will remain with the selected contractor until paid in full, and the contractor must maintain bilingual staff capable of communicating in both Spanish and English. The scope of work requires the selected contractor to submit several deliverables within ten days of the award notification. These deliverables include the contractor's data disaster recovery plan, resumes of ownership, management, and key personnel, and examples of current collection notices or mailers, specifically those used for government collections. Additionally, the contractor must secure and provide an Irrevocable Line of Credit equal to twenty thousand dollars within ten business days of the award. Eligibility is restricted to onshore organizations based in the United States. The performance of the work will take place both onsite and offsite. Bidders must submit any questions regarding this opportunity no later than July 9, 2026.
