Temporary Winter Shelter Service

The Lexington-Fayette Urban County Government in Kentucky is seeking a vendor to design, coordinate, staff, and operate a temporary winter shelter service. The agency is trying to solve the seasonal housing crisis by providing shelter to vulnerable populations who are otherwise unable to access traditional shelters. The target population prioritizes unaccompanied men and women, couples, persons with pets, and those with other barriers to traditional housing. The scope of work requires the provision of temporary structures to house the shelter. The selected vendor must deliver a comprehensive plan that details how they will provide access to meals, restrooms, showers, security, and supportive services. Additionally, the agency requires the vendor to coordinate and provide transportation services for the shelter residents. Bidders must submit an itemized budget detailing all anticipated costs associated with the setup and operation of the shelter. Eligibility is restricted to onshore organizations based in the United States. Work performance may occur onsite in Lexington, Kentucky, or offsite as appropriate for the planning and coordination phases. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit. All clarifying questions regarding this procurement must be submitted to the agency no later than July 15, 2026.
