Owner Representative Services

The City of Lake Oswego, Oregon, is seeking owner representative services to support a library project. The agency needs to establish a governance structure, define roles and responsibilities, and create communication protocols. The selected representative will assess project staffing and technical resource needs, identify necessary consultant services, and assist in preparing solicitation materials and contracts consistent with public procurement requirements. The scope of work requires advising city staff on design and construction processes, techniques, and terminology. The representative must develop a project management plan consistent with Project Management Institute standards, coordinate with project staff and contractors to maintain the schedule and budget, and lead project meetings with written agendas and follow-up notes. Additionally, the representative will assist with community and media communications, help develop and deliver public and council-facing presentations, manage a site due diligence assessment of top candidate sites, prepare a construction schedule, and coordinate consultant activities for design development. Bidders must perform all work onsite and must be located within the United States. The agency will award a contract for a one-year period. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposal pricing rather than providing a pre-determined budget. The agency has scheduled a mandatory pre-bid conference for July 08, 2026. Bidders must submit all questions regarding the solicitation no later than July 21, 2026.
