Cloud-Hosted Vehicle-to-Everything (V2X) Management System

The agency is seeking a cloud-hosted Vehicle-to-Everything (V2X) Management System to monitor, configure, and manage roadside V2X infrastructure within the Connected Vehicle Active Zone (CVAZ). The system must monitor roadside devices, including Roadside Units (RSUs), Roadside Processors (RSPs), and other supporting devices, while receiving, processing, storing, and evaluating V2X messages generated during operations. The agency will deploy this system at intersections along major thoroughfares, specifically targeting routes experiencing high intersection delay and the highest ridership levels. The requested scope of work covers real-time monitoring of device health, operational status, and communications performance, alongside historical data storage and reporting for performance analysis. The system must feature a dashboard displaying RSU and RSP status across the deployment area and must address Global Navigation Satellite System (GNSS) availability issues. The agency requires an overall system uptime greater than 99 percent and a notification feature that alerts system operators within five minutes of any system error or warning. Bidders must include one-time costs to set up and configure the cloud servers, data storage, and data processing, as well as the recurring monthly costs required to operate and maintain the system. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of all work to be conducted offsite.
