Forensic Auditing Services

The City of Port Arthur, Texas is seeking public accountants to perform forensic auditing services. The agency is trying to evaluate its system of administrative and internal controls for the period of October 1, 2020, to September 30, 2025. This examination aims to ensure the reliability of financial reporting, compliance with applicable laws, adequate safeguards of public resources, and mitigation against the risk of fraud or misconduct. The scope of work covers five specific agency departments, which are Finance, Pleasure Island, Public Works, Human Resources, and Secretary. The selected provider must review independent auditors' reports and communications for the fiscal years ending 2012, 2013, and 2014, and confer with those auditors regarding any oral comments provided to management. The agency also requires the provider to conduct interviews with employees, observe business operations, and review agency documentation and supporting financial records. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of the work to take place both onsite and offsite.
