Out-of-State Lien Enforcement Services

The Hawaii Department of Taxation in Honolulu is seeking out-of-state lien enforcement services to collect delinquent state taxes, penalties, interest, fees, and other obligations. The agency is trying to recover unpaid tax liabilities from non-domiciled, out-of-state delinquent taxpayers. The selected contractor will receive referred delinquent accounts, manage data transmittals, and exercise the power to negotiate settlements. The scope of work requires the contractor to record detailed payment information for each transaction, including the account identifier, payment amount, payment date, and any applicable fees. The agency requires the contractor to maintain and make available for inspection, audit, and reproduction all books, documents, electronic information, recordings, correspondence, or other relevant information pertaining to the collections. Performance of all work will occur offsite. Eligible bidders must be onshore organizations located within the United States. The agency is looking for proposals to determine the budget and will award a contract with a term of one year. Bidders must submit all questions regarding this opportunity no later than July 17, 2026.
