Water Treatment Plant Emergency Backup Power System

The City of Terrell, Texas requires a design and installation package for a water treatment plant emergency backup power system. The agency is seeking to solve the vulnerability of its Water Treatment Plant and High Service Pump Station to electrical outages. The scope of work covers the installation of two dedicated standby generator systems, two switchgears, and one transformer. Each generator must supply power to its respective 4.16 kV main switchgear to distribute power to critical treatment and auxiliary facility loads. The project requires an automatic transfer switch to facilitate the transfer between normal utility power and emergency generator power. The design must also include a load bank docking station, a proposed access drive, a sidewalk, and paving clearance to support routine maintenance and operational testing. Eligible bidders must be onshore organizations based solely in the United States. The selected contractor must perform all work onsite at the facility in Terrell, Texas. The agency is establishing a contract period of two years for this project. The agency is currently looking for proposals to determine the budget for this project. Bidders must attend a pre-bid meeting scheduled for July 22, 2026. The agency requires all questions regarding this opportunity to be submitted no later than July 29, 2026.
