The agency is seeking merchant services for its government authority located in San Antonio, Texas. This includes providing cardholder present and cardholder not-present credit and debit card processing, and potentially Automated Clearinghouse (ACH) processing through specific payment channels. The agency requires integration of a customer payment option for residential and commercial customers to make payments via credit and debit cards through the customer portal, IVR, and the service provider's call center. The solution must integrate with the customer portal and mobile app, allowing customers to pay their bills using credit or debit cards. The service provider must support and rapidly add emerging customer payment channels beyond traditional credit and debit cards. This includes funds settlement, remittance, and transaction processing. The agency requires the service provider to offer customers and employees free customer support 24 hours a day, seven days a week, via a published toll-free telephone number and website, with a structured escalation process. The website solution must be fully integrated and include the ability to schedule and cancel future-dated payments. The service provider must also be able to handle incoming calls for payment reversals, fraudulent charges, customer inquiries, and card verification, providing an escalation process with expected response times. Eligibility is limited to onshore organizations only, meaning a USA organization. Performance of the work will be offsite. All questions must be submitted no later than July 20, 2026.
