24x7x365 Ethics and Whistle-Blower Hotline Services

The agency is seeking 24x7x365 ethics and whistle-blower hotline services. This includes a web-based reporting system and a toll-free telephone hotline, both allowing safe and anonymous reporting of improper relationships, conflicts of interest, policy/rule/ordinance violations, and statutes and law violations. The service must also provide incident follow-up capabilities, including a call-back feature for anonymous reporters and a process for the agency to ask additional questions. The system requires role-based access controls, allowing the agency to dictate who can view new cases, particularly during initial setup and personnel changes. Availability must be 24/7/365, with call takers able to communicate clearly. The user access configuration must accommodate multiple intake case managers, including one system administrator, and multiple investigators. Implementation support is requested, covering initial setup, system interface assistance, and demonstration/training materials for managers and investigators. Data security and integrity are paramount, requiring documentation of safeguards, secure intake, documentation, and encrypted storage of all reports. Access for system users must be controlled by username and password, not for complainants. The agency requires the ability to download data at any time and data extraction and destruction upon service completion. Reporting capabilities for daily, monthly, quarterly, and annual reports are also needed. Eligibility is restricted to onshore USA organizations only. Performance of the work will occur both on and off-site. All questions must be submitted no later than August 3, 2026. A mandatory pre-bid meeting will be held on July 27, 2026. The contract period will be for one year. The agency is looking for proposals.
