Heating Ventilation and Air Conditioning Studies Study Services

The agency is seeking heating, ventilation, and air conditioning (HVAC) studies study services for a government authority located in Annapolis, MD. The project requires a rigorous technical evaluation of Variable Refrigerant Flow (VRF) systems at four specific schools. This evaluation will include visual inspections, staff interviews, and an extensive review of design standards, contract documents, quality assurance and quality control, commissioning reports, warranty logs, maintenance work orders, and system performance data. The contractor will identify the root causes of VRF system failures, including deficiencies in design, installation, commissioning, or ongoing operations and maintenance. The evaluation will also assess the effectiveness of applicable design standards, construction practices, and maintenance procedures. Furthermore, the contractor will assess the operational impact of VRF failures on classroom environments, including occupant comfort, instructional continuity, and emergency closures. The contractor will develop clear and actionable remediation recommendations, including technical solutions, operational improvements, and possible equipment or system changes. A detailed cost analysis of repair, replacement, or redesign options necessary to correct identified deficiencies will also be provided. The performance of the work will be conducted both offsite and onsite. The contract period will be for one year. All questions must be submitted no later than July 31, 2026. A pre-bid meeting will be held on July 29, 2026. Eligibility is restricted to onshore USA organizations only. The agency is looking for proposals.
