Long Range Property Management Plan Update Services

The agency is seeking services to update its Long Range Property Management Plan. The project requires defining a vision, analyzing and estimating costs for proposed landlord improvements, and evaluating sale versus leasing strategies for city-owned properties. This includes assessing potential sale prices or lease rates and detailing entitlement requirements and implementation steps. The scope of work involves preparing a draft report that identifies "catalyst sites" and recommends economic development or governmental uses. This report will outline implementation strategies such as zoning adjustments, creative financing, public-private partnerships, and phased disposition, considering both short and long-term opportunities. The agency will review this draft report with city leadership, including the city manager, assistant city managers, city attorney’s office, planning & development services director, and public works director, or their designees, which may occur virtually. Following the review, the agency requires a finalized report that includes a description and vision for each identified catalyst site, along with actionable recommendations to achieve these visions. The final report must also detail key property information such as use restrictions, size, and condition. The agency expects approximations and explanations for the financial feasibility of developing the catalyst sites as recommended. Eligibility for bidders is limited to onshore organizations within the USA. The performance of the work will be conducted offsite. Responses can be submitted digitally via email or online.
