Impact Fee Analysis, Capital Improvement Plan Development and Implementation Services

The City of Payette, Idaho requires a vendor to provide development impact fee analysis, capital improvement plan development, and implementation services. The requested scope includes conducting development impact fee studies, public finance analysis, demographic and land use forecasting, level of service analysis, and nexus and proportionality analysis. Additionally, the selected vendor must deliver growth-related capital improvement plans, proportionate share and eligibility calculations, fee schedules, public engagement, ordinance development, and municipal implementation procedures. To be eligible, the bidder must be an onshore, USA-only organization. The contract requires offsite performance of the work.
