Housing Rehabilitation Cost Estimator Services

The City of Plainfield seeks qualified individuals or firms to provide housing rehabilitation cost estimator services on a freelance basis. The selected vendor must prepare work write-ups, attend virtual preconstruction meetings, and conduct initial, interim, and final onsite inspections for approximately seven moderate residential rehabilitation projects. Vendors must possess knowledge of residential building materials, construction requirements, current building methodologies, market prices, regulatory standards, and financial feasibility. The buyer evaluates proposals based on criteria set forth in the RFP and may select one or more vendors. Eligibility requires USA-only onshore vendors. Vendors must submit proposals looking for proposal pricing to Cynthia Blake, Purchasing Agent, at City Hall in Plainfield, New Jersey, by the submission deadline of September 9, 2026, at 11:00 AM. The initial one-year contract period runs from September 1, 2026, through August 31, 2027. The buyer retains options to extend the contract for two additional one-year renewals based on performance and ongoing need. Successful submitters must execute the City's form contract.
