The selected contractor must review and process approved invoices for transitional rent and housing support, disbursing payments electronically, by check, or by credit card within five business days of approval or per landlord agreements. Scope requirements include collecting and retaining lease agreements, invoices, and occupancy verifications, as well as providing monthly payment and fee reports, quarterly aged payables, and annual summaries. Additionally, the contractor must answer agency inquiries within two business days, resolve payment errors promptly, and maintain complete records for ten years while granting audit access upon request. The buyer seeks proposals to determine the budget and accepts digital submissions via email or online. Eligible bidders must be onshore USA organizations. Bidders must submit all questions by August 31, 2026.
