Financial Advisory Services

The Arizona county buyer seeks a vendor to provide financial advisory services on an as-needed basis for debt issuances, debt management, capital financing, and related financial needs. The requested scope includes consulting with financing professionals, reviewing financial resources and existing debt obligations, and developing financing strategies to minimize borrowing costs. The vendor must monitor market conditions, facilitate the marketing and sale of debt obligations, analyze alternative financing scenarios, and provide recommendations on debt affordability and optimal issuance timing. To qualify, the buyer requires an onshore USA organization. The vendor will perform all work offsite. Bidders must submit proposals to establish the budget. Bidders must submit all questions no later than September 15, 2026.
