Construction Manager-At-Risk Services

The City of Big Spring, Texas, seeks a qualified onshore USA organization to provide construction manager-at-risk services for airport capital improvement and airfield construction projects at Big Spring/McMahon-Wrinkle Airport. The chosen vendor must perform onsite work and collaborate with the city's retained architect and engineer. Scope includes providing preconstruction services, assisting with constructability, project planning, constructability reviews, scheduling, and cost estimating. The vendor must review engineer cost estimates, identify risks and long-lead materials, recommend value-engineering opportunities, develop procurement schedules, assist with phasing, and coordinate construction sequencing. During construction, the vendor must provide project supervision, maintain project schedules and cost controls, coordinate inspections, maintain records, and execute quality-control procedures. Only United States organizations are eligible. The city seeks proposals for its budget. Interested firms must submit written questions to Airport Director Mike Feeley by September 15, 2026. The city issues addenda by September 20, 2026, and requires proposals by October 12, 2026, at 3:00 p.m. CST. Dates for the mandatory pre-proposal meeting and council award remain to be determined.
