Nuisance Rubbish and Refuse Abatement Services

The City of Minneapolis requires a vendor to perform nuisance rubbish and refuse abatement services. The scope of work includes clearing items such as garbage, paper, trash, dirt, swill, offal, ashes, dead animals, furniture, appliances, yard debris, construction materials, concrete, bikes, automotive parts, tires, mattresses, and animal feces. The contractor must use rubbish trucks equipped with compacting refuse bodies, as well as flat-bed or other open trucks for materials that cannot fit into compacting trucks. Performance of the work occurs offsite, with the vendor conducting operations from its office premises. Only onshore USA organizations are eligible for award. Contractors must pass a pre-award compliance review by the Minneapolis Department of Civil Rights, adhere to non-discrimination mandates, and maintain an approved Affirmative Action Plan before entering into a contract over $100,000. When applicable, contractors must comply with the Small and Underutilized Business Program. Bidders must submit all questions by September 21, 2026. The buyer seeks proposals and lists no specific budget.
