Sound Transit requires an onshore United States organization to provide ongoing financial investment management services for its investment portfolios in Washington. The selected consultant performs economic and market analysis, establishes portfolio benchmarks, recommends investment strategies, and delivers market valuations. The scope also includes drafting investment policies, reviewing the creditworthiness of brokers and financial institutions, evaluating commercial paper, and providing investment guidance for bond proceed funds. Additionally, the consultant must provide real-time access to portfolio details and timely access to specific accounting reports. Performance of the work will occur both onsite and offsite under a three-year contract period. The buyer hosts a pre-bid meeting on September 22, 2026, and accepts all questions until September 25, 2026.
