REQUEST FOR INFORMATION Manpack Request for White Papers (RFWP) Product Service Code (PSC): 5865 - Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment. Introduction: Project Manager Electromagnetic Warfare and Collection (PM EW&C) is seeking information from industry regarding new and emergent electronic warfare; manpack capabilities. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future program actions, if any are issued. DESCRIPTION. The Government is seeking innovative, mature (TRL 6+) Electromagnetic Support (ES) and Electromagnetic Attack (EA) capabilities to equip Brigade Electromagnetic Warfare Teams for Multi-Domain Operations. To ensure freedom of maneuver in the electromagnetic spectrum, the Government requires lightweight, ruggedized, and highly extensible solutions across five target operational tracks: (1) Dismounted EW Systems featuring wearable sensors and on-the-move detection, geolocation, and disruption capabilities designed for MOS-agnostic Soldiers. (2) Platform and Vehicle Integration for modular, mounted operations and robust command and control. (3) Cognitive EW Software delivering hardware-agnostic, AI/ML-driven threat adaptation and rapid reprogramming. (4) Unattended Ground Sensors for remote, persistent RF detection and targeted electronic attack. (5) sUAS Integration utilizing hot-swappable aerial payloads for stand-off reconnaissance, cyber effects, and electronic defeat. RESPONSES. It is anticipated that the information and solutions gathered from this request will directly inform and lead to potential production contract award(s) projected for early to mid-Fiscal Year 2028 (FY28).
