Investment Banking and Underwriting Services

The Rhode Island Commerce Corporation seeks qualified onshore U.S. firms to provide investment banking and underwriting services as Senior Managing Underwriter or Co-Manager for the proposed Airport Revenue Bonds, 2026 Series. The selected senior manager will provide services for the negotiated sale of airport revenue bonds, including preparing cash flow scenarios, reviewing financing documents, participating in rating agency meetings, developing marketing plans, assisting with investor road shows, leading the bond sale, and aiding in closing activities. Bond proceeds are expected to finance terminal and parking improvements at T.F. Green International Airport with an estimated par amount of $97 million, plus a potential refunding of prior bonds. Proposers must submit responses digitally via email or online, and bidders must submit all questions no later than October 6, 2026. Eligible bidders must be U.S. organizations and possess all licenses required by federal, state, and local law to perform the work. Bidders must also submit an ISBE Participation Rate in a sealed envelope or sealed electronic submission, along with a completed participation plan form. Proposals will be evaluated and scored based on the submitted ISBE amounts and rates.
