Licensing and service for MRI and CT Circle CV142 postprocessing software in support of VA Portland Healthcare System, Portland OR

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The intended contract is a firm-fixed price. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Portland Healthcare System (VAORHCS), Portland, Oregon. VAPORHCS has a need for a base plus two (2) option year contract for licensing and service for MRI and CT Circle CVI42 postprocessing software. Please see the next 2 pages for requirement details. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. REQUIREMENT INFORMATION 1. Background. The Portland VA Medical Center (PVAMC) requires licensing and service for MRI and CT Circle CVI42 postprocessing software. 2. Scope. All service and support are to be performed on the software hosted at PVAMC and utilized in the Radiology Department. Service may be performed remotely via telephone 3. Specific Tasks. Vendor to provide licensing for the following- Cardiac MR Software for function, flow, angio, and tissue mapping Coronary Vessel and Calcium Scoring Licensing All labor and travel shall be included. All technicians shall be trained by Circle Cardiovascular 4. Performance Monitoring. The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed. 5. Security Requirements. All contractors will be escorted by a VA employee. All contractors shall check in and out with Biomedical Equipment Support Specialist or designee in 1D106-100-p 6. Other Pertinent Information or Special Considerations. The contractor shall provide service engineers that have specialized experience with Circle CVI42 systems. The contractor s services engineers must be original equipment manufacturer (OEM) trained on the software, and have a valid training certificate that is kept up to date. The contractor s service engineer shall have fast access to troubleshooting and ability to elevate troubleshooting assistance, and regional support. 7. Inspection and Acceptance Criteria. The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services. 8. Place of Performance. Work will primarily be performed at the VAPORHCS or at place designated by vendor for remote support 9. Period of Performance.
