Emergency Debris Monitoring Services

The City of Mandeville, Louisiana, is soliciting sealed proposals from qualified firms and individuals for emergency debris monitoring services. The buyer needs a vendor to monitor debris collection, hauling, reduction, disposal, and related operations, while documenting eligible work and quantities. The scope includes administering electronic debris documentation, reviewing and reconciling records and invoices, supporting reimbursement documentation, and providing related monitoring and closeout services. Only USA organizations are eligible to bid, and the work must be performed offsite from the vendor's office premises. Vendors must submit questions by October 5, 2026. Bidders must submit proposals by October 14, 2026, at 11:00 a.m. local time, either physically to the Purchasing Agent or electronically through Central Bidding or Beacon Bid. Physical submissions require one original proposal and one electronic copy in a marked sealed envelope. An Evaluation Committee will score proposals based on a 100-point scale: Corporate Background, Financial Capacity, and Relevant Experience (25 points); Technical Approach and Methodology (25 points); Qualifications of Key Personnel and References (20 points); and Cost (30 points). Cost points are calculated using proposed hourly rates multiplied by City-established evaluation hours. Award will go to the responsible proposer whose proposal is most advantageous to the City.
