As Needed Consultant and Engineering Services

The Saluda County Transportation Committee seeks qualification statements from vendors to provide consultant and engineering construction management services on an as-needed basis in Saluda County, SC. The requested scope includes estimating costs for roadway construction, paving, patching, and overlay, storm water planning, drainage construction, configuring bid lists, inspecting roads during project progress, attending CTC meetings, setting up pre-bid conferences, meeting with contractors, and presiding over pre-construction meetings. Only United States organizations are eligible to bid, and performance of the work will be onsite. Bidders must submit one original copy and five additional copies of the requested information in a sealed envelope marked with the submitting entity's name, address, RFQ number, and RFQ closing date and time. Bidders must deliver submittals by October 16, 2026, at 11:00 a.m., as late, faxed, or emailed submittals will not be accepted. The buyer evaluates proposals based on past performance, demonstrated ability to meet time and budget requirements, location and knowledge of the project locality, creativity and insight related to the projects, related experience on similar projects, and any other special qualifications required by the solicitation. The contract term lasts two years, and the buyer is looking for proposal budgets.
