Civil Engineers Service

The City of Port Arthur seeks civil engineering services for utility and civil infrastructure projects, including pavement, drainage, and utilities. Requested work includes engineering design, project management, assisting with formal contract documents, and providing horizontal and vertical controls for detailed construction staking. Performance of the work will occur onsite in Port Arthur, Texas, and eligibility is limited to onshore, United States organizations. Qualification packets should be limited to 50 pages, excluding resumes, and written questions must be directed to Purchasing Manager Clifton Williams. An evaluation committee will screen responses on a 100-point scale based on qualifications, past performance, and project approach, reserving the right to conduct interviews and negotiate final fees prior to contract award.
