RFI for Risk Pool Services

The City of Moreno Valley is issuing a Request for Information to gather data on available public entity risk pools, joint powers authorities, and risk management services to evaluate alternative coverage options. The requested scope covers comprehensive risk pool services across major program areas, advanced digital tools and AI roadmaps, customer service support, Third-Party Administrator infrastructure, internal quality control and audits, risk management, safety and training, property appraisal services, and professional development. Selected vendors must perform work on-site, pay for and maintain all required insurance at their sole expense throughout the agreement, and handle all costs without expense reimbursement unless expressly authorized. Only onshore US organizations are eligible to participate. Bidders must submit all technical, commercial, or contractual questions through the PlanetBids e-Procurement System by October 5, 2026, at 4:00 pm. Prospective vendors must submit proposals electronically via the City of Moreno Valley e-Procurement portal by October 26, 2026, at 4:00 pm. The City disqualifies any proposals submitted through other methods, including email, fax, or hard copy.
