The City of Monroe requires a professional and licensed firm to provide engineering, design, permitting, contractor procurement, construction inspection, project management, and NGDISM Grant administration services. The contractor will replace approximately 3.5 miles of steel natural gas main with a new polyethylene system, ensuring the existing natural gas system remains operational at all times during construction. Only United States onshore organizations are eligible to bid, and performance must take place onsite. The buyer evaluates proposals based on a 100-point scale covering project approach, technical experience, schedule, team qualifications, and cost, plus up to 20 additional points for an optional shortlist interview. The buyer awards the contract to the highest-scoring responsive and responsible proposer that offers the most advantageous submission. Bidders must provide a complete, all-inclusive, not-to-exceed cost proposal and hourly rates for potential scope changes.
