Independent Auditing Services

Ulster County BOCES requires independent auditing services to audit its financial statements for the fiscal year ending June 30, 2027, and each subsequent fiscal year through June 30, 2031. The scope requires vendors to perform onsite work in New Paltz, New York, including single audits pursuant to the Amended Single Audit Act and OMB Circular A-133. Eligible bidders are onshore USA vendors that provide proof of New York State workers' compensation, NYS disability insurance, professional errors and omissions insurance, and umbrella/excess insurance. The contract period runs for one year. Vendors must submit questions by October 15, 2026. Sealed proposals are due by 1:00 PM on October 29, 2026, at the Ulster County BOCES Administration Building, or they may be submitted digitally via email or online upon request. Submissions must include a signed transmittal letter, an affirmative statement of independence, proof of prior audit experience, recent external quality review reports, a non-collusive bidding certification, a debarment certification, and a separate sealed cost proposal. A committee will evaluate technical proposals based on substance, qualifications, and alignment with the requirements rather than presentation format.
