Professional Payment Plan Management and Related Services

The Tiverton Wastewater District seeks proposals from qualified certified public accounting or financial/payment management firms to perform collection of sewer assessment payment plans. The requested scope includes setting up and managing sewer assessment accounts, monthly billing, electronic payment receipts, account reconciliation, collecting and storing sensitive payment information for automatic processing, and operating software for interest and payment arrangement payoffs. Applicants must be lawfully engaged in public accounting or collections and payment system processing in good standing, hold specific experience in Rhode Island, carry at least $1 million in professional liability insurance, and demonstrate Payment Card Industry and Fair Debt Collection Practices Act compliance. Onshore United States organizations are eligible. Applicants must submit one original and two copies of their sealed proposal by mail to Tiverton, Rhode Island, or submit digitally via email or online, no later than October 16, 2026, at 2:00 PM. A pre-bid meeting occurs on October 7, 2026, and all questions are due by October 14, 2026. Proposals are scored up to 100 maximum points based on overall firm and team qualifications and experience (30 points), approach and capability to perform work within the timeframe (40 points), and a calculated fee score (30 points). The submission must include total direct and indirect costs on the provided bid form.
