Active and Retired Employee Dental Benefits Services

San Bernardino County needs a vendor to provide active and retired employee dental benefits services for a five-year contract term. The requested scope includes self-insured DPPO and fully-insured DHMO benefits for active employees, fully-insured DHMO and DPPO benefits for retired employees, prompt claims payments, fully insured medical, hospital, and prescription drug plan benefits, and technical and creative assistance with employee communications materials. Only USA onshore organizations are eligible to bid. Interested applicants must submit proposals digitally via email or online, include Attachments A through S, and submit all questions by October 14, 2026. The County evaluates proposals based on responsiveness, proposer qualifications and experience, financial review by the Auditor/Controller, and technical review. Technical review criteria include experience with similar employer groups, the ability to provide comprehensive dental benefits, credentials, key personnel experience, and service costs such as monthly fees, premium rates, and rate guarantees.
