Sports Betting Audit Service

The Colorado Office of the State Auditor requires a qualified organization to perform a performance audit of the Colorado Sports Betting Program and Fund. The selected contractor must audit sports betting operator tax revenue and transactions, review Division of Gaming operations and expenses, adhere to statutory deadlines to finalize and print the report by April 30, 2027, and provide in-person testimony to the Legislative Audit Committee. Only onshore, USA-based organizations are eligible to bid, and joint ventures are prohibited. Proposals must be emailed to Vickie Heller by October 26, 2026, at 5:00 p.m. MT, with written inquiries due by October 13, 2026. The contract term spans one year, through June 2027, and bidders must submit a total inclusive maximum fee supported by hourly staff rates. The evaluation team will assess proposals based on mandatory independence criteria, completeness, personnel qualifications and experience, and proposed hours and cost.
