Foundational Skills Materials Supplies and Service

The Des Moines district in Iowa requires a vendor to supply foundational skills instructional materials and related services for grades 3–5 at the lowest cost. The vendor must provide explicit, research-based materials grounded in the science of reading to strengthen advanced word analysis, multisyllabic decoding, morphology, spelling-meaning connections, fluency, vocabulary, and embedded progress-monitoring assessments. These materials must support daily teacher-led instruction, modeling, guided practice, and cumulative application for upper-elementary students reading complex texts. Only USA-based organizations are eligible to submit proposals for this offsite work. Applicants can submit their responses digitally via email or online, and all questions must be submitted no later than October 14, 2026.
