General Banking Services

The University of Arkansas at Little Rock requires comprehensive, secure, and reliable general banking services tailored to higher education. The requested scope covers six service groups: General Banking, Depository, and Local Banking; Merchant Card Processing; Lockbox Processing; Payroll Card Processing; Loadable Declining Balance Cards; and Investment Banking Services. The work will be performed offsite over a contract period of four years. Eligibility is limited to onshore, USA-only organizations. A pre-bid meeting is scheduled for October 13, 2026, and all questions must be submitted via email to the buyer by October 14, 2026. Bidders can submit responses digitally via email or online, or deliver sealed outer packaging to the university's Office of Procurement by November 3, 2026, at 1:00 PM CST. Proposals are evaluated based on a 1,000-point maximum score, which combines up to 700 technical proposal points and up to 300 cost points. Technical evaluation criteria include experience, and the university may conduct discussions or request cost justifications if a proposal falls 25% or more below the average submitted cost. The buyer will award the contract to the responsible supplier with the highest grand total score.
