Cost, Financial Review, Analysis and Audit Services

The University of Washington requires experienced, onshore USA organizations available to work in Washington State to provide on-call cost and financial review, analysis, and audit services. The requested scope for design and construction projects managed by UW Facilities includes contract cost reviews, daily field and office overhead calculations, labor record testing, change order hourly rate determinations, labor distribution studies, and claim analyses. Applicants must submit required affirmations, forms, and a written proposal narrative of no more than 10 single-sided pages (minimum 11-point font) through the Workday Strategic Sourcing event portal. Proposals must include a Table of Contents, discrete sections corresponding to evaluated criteria, and at least three project owner references. The deadline for questions is October 20, 2026, and final submittals are due by October 27, 2026, at 3:00 PM Pacific Time. An evaluation committee will score responsive proposals based on pass/fail required documents, experience and past performance (30%), and staff experience and key personnel (30%). The highest-ranked firms based on proposal scores, interviews, and optional reference checks will be selected to enter into negotiations for a Master Agreement for Professional Services. The solicitation requests proposal submission for budget consideration.
