Engineering, Planning and Design Services

King County requests proposals for engineering, planning, and design services for the RapidRide R Line under RFP No. KC001764. The selected firm will provide technical analysis, preliminary engineering, final design, and bidding documents for roadway, signal, sidewalk, and transit infrastructure improvements, while managing project scope, schedule, budget, and quality control. This opportunity is open to USA-based onshore organizations, with work performed on-site. Proposers must submit an IRS W-9 form, Certificates of Insurance, a King County Responsibility Detail Form, and a completed Statement of Qualifications Certification. Proposals must be uploaded to the E-Procurement Supplier Portal by November 5, 2026, at 1:30 p.m. A non-mandatory pre-proposal conference will take place on October 14, 2026, at 11:00 a.m. via teleconference or Microsoft Teams. Evaluation criteria assign 100 total points based on prime consultant qualifications, subconsultant qualifications, key personnel qualifications, project approach, communication, and Small Contractors and Suppliers utilization. Budget proposals will be evaluated during the selection process.
