South Africa - Website Redevelopment Service using CMS

The Gauteng Provincial Legislature (GPL) requires a service provider to redevelop its website using an enterprise-grade, Azure-compatible Content Management System for a 12-month contract period. The requested scope includes conducting a full website audit and benchmarking research, designing a modern user-centric interface, implementing advanced search and multimedia capabilities, migrating existing content, and hosting the scalable solution within the Microsoft Azure South Africa North region. Only onshore South African organizations are eligible to apply. Applicants must submit a full technical proposal, company registration documents, South African IDs for directors, a company profile, signed reference letters, and completed standard bidding forms (SBD 3.3, SBD 4, and SBD 6.1). Proposals must be emailed to [email protected] by 11:00 AM on 19 October 2026. A non-compulsory Microsoft Teams briefing session takes place on 14 October 2026 at 11:00 AM. The evaluation process follows three sequential phases: administrative compliance, technical functionality, and a PowerPoint presentation for bidders scoring at least 60 points in the technical evaluation. Final selection uses the 80/20 preference point system, allocating 80 points for price and 20 points for specific goals.
