Virtual Mentoring Services

The West Virginia Higher Education Policy Commission seeks a vendor to provide a 24/7 offsite virtual college readiness mentoring service for up to 300 student participants in the West Virginia GEAR UP Program. The selected vendor must establish an evaluation framework to assess program impact, assist students with tutoring and postsecondary preparation, and commit to hosting an in-person launch event on December 10, 2026, in Charleston, West Virginia. Only onshore United States organizations are eligible to submit proposals. Bidders must email questions by 3:00 PM EDT on October 14, 2026, and submit their proposals by 3:00 PM EDT on October 23, 2026. The buyer will evaluate proposals using a 100-point scale covering qualifications and experience (40 points), proposed services and schedule (30 points), and price (30 points). Technical proposals are limited to 12 pages, and vendors must score at least 49 points on technical criteria to have their separate pricing sheets opened. The pricing sheet must outline total costs based on 5,000 hours of digital mentoring for up to 300 student accounts, inclusive of all required travel.
