Local Communities Thrive Needs Assessment Service

The California Association of Area Agencies on Aging seeks a consultant to conduct an in-depth statewide needs assessment of California's 33 Area Agencies on Aging. The selected vendor will establish a statewide baseline of organizational capacity, catalog community support programs, and deliver a planning data inventory offsite within California. Qualified consulting firms, research institutions, and other entities with demonstrated needs assessment experience and US onshore eligibility may apply. Applicants must submit proposals by November 2, 2026, for services starting November 12, 2026, and ending March 31, 2027. Proposals must include a cover sheet, a maximum 5-page narrative, a workplan timeline, a staff qualifications section, a work sample, and a detailed budget within the established $100,000 limit. Evaluators will score applications out of 100 total points based on project design (40 points), organizational capacity and qualifications (30 points), timeline and budget (20 points), and staff qualifications (10 points).
