Parking Managed Service

The Insurance Corporation of British Columbia (ICBC) requires a managed parking service provider in North Vancouver, BC, to operate employee parking and deliver access to at least 200 additional offsite stalls. The scope includes providing a parking reservation and administration system, access control integration, security, maintenance, enforcement, reporting, customer support, and direct or invoiced payment processing for Monday through Friday operations between 6:00 a.m. and 7:00 p.m. Eligibility is restricted to Canadian onshore organizations, and joint ventures are not permitted. Proponents must submit proposals through Euna Procurement by November 6, 2026, at 12:00 p.m. PT, with all enquiries due by October 30, 2026, at 12:00 p.m. PT. ICBC evaluates submissions based on mandatory pass/fail requirements, business requirements (weighted at 65 points and subject to minimum point thresholds), and a Total Cost of Ownership pricing formula (weighted at 35 points). Shortlisted proponents may be required to complete presentations and site visits. ICBC anticipates negotiating a three-year contract with options to renew for up to two additional two-year terms.
