Financial Advisory Services

The City of Atlantic City seeks financial advisory services for a one-year contract period. The successful respondent will evaluate the city's financial conditions—including its budget, operations, direct and contingent liabilities, service consolidation, and outstanding debt—to develop a plan for financial stability. Duties also include working alongside a selected underwriter, agency staff, bond counsel, and other consultants to help structure new money and refunding scenarios based on city-provided assumptions. Eligible respondents must be onshore, USA-only organizations that are experienced and regularly engaged in providing the required scope of financial advisory services. Bidders must also comply with New Jersey business registration, affirmative action, and contract compliance requirements. Proposals must be submitted electronically through the BidNet Direct E-Procurement platform by Wednesday, November 4, 2026, at 1:30 PM prevailing time; physical submissions will not be accepted. All comments and questions concerning this request for qualifications must be submitted through the BidNet Direct platform. Respondents must complete and return all pages of the request for qualifications package, including required certifications regarding non-collusion, tax identification, and disclosures of prohibited activities in Iran, Russia, or Belarus. Submitted responses must remain open for a 60-day period from the submission date.
