Cloud-Based League Management Platform

Arlington County, Virginia needs a contractor to provide a turnkey, fully supported, cloud-based league management platform for recreation services, athletic programs, leagues, and tournaments. The requested scope includes providing software licensing, hosting, configuration, training, maintenance, technical support, payment processing capabilities, and integrated communication tools. Only onshore US organizations are eligible to bid. Interested vendors must register in PRISM+ to ask questions or submit responses, and bids must be submitted digitally via PRISM+ by 3:00 p.m. on November 16, 2026. A virtual pre-bid conference will occur on October 27, 2026, and all questions must be submitted no later than October 30, 2026. The County will evaluate pricing submitted on Attachment A under per-transaction pricing, annual pricing, or both, and will award one contract to the lowest responsive and responsible bidder meeting the solicitation requirements. Bidders must be able to demonstrate proof of specific insurance requirements and may be required to show necessary facilities, ability, financial resources, past history, and references.
