Economic Impact Study Service

The Region of Waterloo seeks consulting teams to perform an offsite economic impact study for the ION Stage 2 light-rail transit expansion to Cambridge. The selected vendor must quantify the incremental economic, fiscal, development, housing, and mobility impacts of the expansion, evaluate benefits across multiple study-area scales, and produce reports, presentation materials, and a public-facing summary. Only onshore Canadian organizations registered on the tendering authority's bidding system are eligible to submit proposals. Bidders must submit electronic responses in PDF format through the Region's Bidding System, incorporating a 4–6 page core response with high-level, à la carte budgetary pricing to assist the Region with future scope refinement and budget planning. All questions must be submitted online by 4:00 p.m. on November 3, 2026.
