RFI for Website Modernization, Implementation, and Migration Service Using CMS

The Bay Area Air Quality Management District seeks information and conceptual ideas from content management system vendors, systems integrators, and implementation and migration service firms to modernize a large, multilingual, public-agency website. The buyer needs information regarding platform and hosting options, implementation approaches, project timelines, total cost of ownership, and capabilities such as mobile responsiveness, WCAG 2.1 AA accessibility, role-based content authoring, multi-site portfolio management, system integrations, and AI-assisted tools. Eligibility is restricted to onshore USA organizations, and performance of the work must take place offsite at the vendor's premises. The buyer will use the submissions for market research and planning purposes only, so responses will not be scored, ranked, evaluated against one another, or lead to an immediate contract award. Vendors must submit a nonbinding, high-level five-year total cost estimate covering licensing, hosting, implementation, migration, support, and ongoing enhancements.
